Contrary to popular belief, this has nothing to do with bears. Seriously, it’s the only amendment to the constitution that has a purpose. The others stand there just granting you various freedoms. The Supreme Court ruled a couple of times in the past few years on what this means. They reinforced the idea that the 2nd Amendment exists within the notion that the citizen participates in the power government to enforce law to the extent of protecting the state from unlawful use of force.
Owning weapons, that’s a good thing. It’s the way in which they are used that creates the problems. Let’s face it, guns are designed to kill. When they talk about stopping power, it’s not through a complicated restraint system, it’s by blowing a hole in another human allowing a watermelon to pass through. No one envisions a society where the guy with the biggest gun or the most guns is the law.
Proper weapon management then would seem to be the key. I believe that with the security of the state being a core responsibility of the government, that recruiting the citizen into this becomes critical. Two proposals come to mind. The first is to require any individual desiring to own a weapon be licensed, that license having no up front cost as costs are borne by a gun tax. The second are to make penalties associated with the misuse of weapons extreme and final.
Licensing must be accompanied by the applicant attending courses and with the outcome determined by proper testing. Physiological evaluation would be a component of the testing. Failure would result in the individual not being permitted to own or be found in possession if weapons, except in the accompaniment of a person having a master license. All citizens would be encouraged to join government militias.
Penalties for misuse would start with permanent tattoos and culminate with the removal of the individuals dominant hand.
